In my case, deleting Clientregistry.blob worked. (happened just now)

Next time just try deleting Clientregistry.blob and restarting.

Tried that and for some reason it didn't work. Fixed it by installing/updating steam on a different PC and then copying the steam folder onto my PC. Works perfectly now. Weird.
