Select the camera. It's weapon 6. If you have a tool, e.g. fingerposer, press 6 again (like the weapons work in HL2) Press and hold the right mouse button - side to side tilts the camera, forward, backwards zooms in and out. I'd suggest using the SuperDOF in the post-processing tab as well, once you have the shot you like.
